The first idea that evokes the concept of smart city is that of intensive use of technology. From this purely technological perspective, the intelligence of a city would depend on the power of its "Central brain", that must collect, integrate, analyze and process, all in real time, the huge amount of data from the electronic sensors corresponding to the basic municipal infrastructures of water and energy, transport, pollution, waste collection, ... as well as those that transmit continuously its citizens, as mobile sensors, in their interaction with the environment.
Information technologies, the Internet of things, big and open data, augmented reality, geolocation, ... are essential levers to sustain smart city projects, within models that require the coordinated action of the Administration , from the business sector, academia and society to achieve its maximum effectiveness as an innovative ecosystem that it aims to be.
Human smart city
The intelligenceAs an essentially human attribute, it is the faculty of the mind that allows us to learn, understand, reason and make decisions. From this point of view, a smart city can be conceived as a city human, focused on persons.
Smart cities must be innovative citiess, which include all municipal services under a general and integrating vision, and which, under the prism of efficiency and economic and environmental sustainability, pursues as priority objectives:
- Improve the quality of life, the well-being and prosperity of its inhabitants
- Create an environment that fosters a culture of innovation as a transversal concept.
- Create the conditions for the proliferation of advanced technology companies in its territory
- Attract investment
- Become poles of creativity and culture
- Enhance your tourist appeal
- Strengthen its democratic governance, promoting transparency, citizen participation and the reuse of public data as a source of efficiency and the creation of wealth and employment.
Healthy smart city

For the WHO, health is the complete state of physical, mental and social well-being of a person .. As we said in the previous post, genetics can condition our health, although today we know that in ailments as frequent as diabetes or obesity our lifestyle habits can modify the function of the genes responsible for the development of the disease, preventing its appearance. This is the field of action of the epigenetics.
The ideal vision of a smart city includes citizens who take care of themselves, in a healthy environment, absent of any type of pollution (acoustic, light, atmospheric, ...), with green spaces, with sports facilities and bike lanes, which is committed to culture and quality tourism. Areas of action in which the municipalities have a lot to say.
Although health competencies are held by the Autonomous Communities, the City Councils collaborate in primary care and within a smart city project they have the possibility of becoming test laboratories that allow the results of the implementation of projects to be observed in a controlled way eHealth or mHealth, or the effects of municipal actions in the field of health prevention.
It is clear that good health is important on an individual basis, but it is also considered a powerful engine of economic growth for the simple reason that only a healthy population can unleash its full productive potential at the same time as contributes to the sustainability of health systems.
In a context of economic crisis, a decline in the birth rate, an aging population and an increase in chronic diseases that reduce the expectation of active working life, it is essential to deploy all the mechanisms that can avoid diseases and improving curative treatments, areas in which ICT, nanotechnology and biotechnology are increasingly important.
The effectiveness of a health system is not measured by the number of cardiac stents it implants but by the heart attacks it prevents. Inadequate diet, addictions (alcohol, tobacco, drugs, ...), sedentary lifestyle and stress are factors that are at the base of most diseases.
The data produced by specialized studies are overwhelming but it does not seem that they alarm us too much, so it is necessary to apply efforts so that citizens understand, reason and make the appropriate decisions, being more intelligent in short, in our own interest:
- Tobacco: If it were not smoked, 30% of cancers and cardiovascular diseases and 80% of lung diseases would be eliminated.
- Feeding: With a healthy diet, 50% of cardiovascular diseases, 20% of cancers and 60% of metabolic diseases would be avoided.
- Physical exercise: Its frequent practice would prevent 50% of cardiovascular diseases and 50% of depressions
Improving lifestyles is essential, therefore, to enjoy good health, and municipalities can do a lot to educate the population on prevention, from an early age, making them aware that healthy life habits are the key to personal well-being. An example to follow is the Murcian municipality of Molina de Segura, which has also just started the development of a smart city project.

For all the aforementioned, a smart city is not conceived that consists only of a technological deployment, but, from an overall vision, integrates the dimensions or blocks of Government, Mobility, Sustainability, Population and Economy, as stated in the White Paper on Smart Cities, and that it is open to learning from best practices and establishing collaboration mechanisms with other municipalities from which interesting synergies can be derived.
